Abstract

By the end of the 1950s the Soviet science, including the higher school one, achieved considerable successes in different fields. Therefore a decision was made to establish scientific higher school journals, including 26 journals “Izvestiya vysshykh uchebnykh zavedenii” (Proceedings of higher educational institutions) of the Ministry of Higher and Special Secondary Education of the USSR, covering different fields of science and technology. The edition of these journals was entrusted to higher educational institutions (HEI) that achieved substantial successes in the appropriate branch of science and technology.

The edition of journal “Izvestiya vysshykh uchebnykh zavedenii po razdelu Radiotekhnika” (Proceedings of higher educational institutions—Section “Radio Engineering”) was entrusted to the Kiev Polytechnic Institute (KPI), and professor Semen Isaakovich Tetel’baum, Doctor of Engineering Sciences and Corresponding Member of the AS UkrSSR, a distinguished scientist, Chairman of the Department of radio transmitting devices of KPI and the Microwave laboratory of the Institute of Electrodynamics of the AS UkrSSR, was appointed to the position of Executive Editor of the Journal. His scientific accomplishments include: the development of a high-power reflex klystron, theory of optimal-phase modulation ensuring a significant efficiency rise of the broadcasting radio transmitters, X-ray tomography, for which he together with two American scientists was nominated for the Nobel Prize (the Americans were awarded the Prize in 2003), synchrotrons with plane-parallel and rotational flows of electrons, and development of the centimeter-wave high-power continuously working backward-wave tube. Yaroslav Karpovich Trokhimenko was appointed to the position of Deputy Executive Editor...
