This GOST is accepted as national standard of Russian Federation.
GOST R 7.0.5:2008 is developed for creating of short references. In journal Izvestiya VUZ. Radioelektronika complete references are used. Therefore GOST 7.1:2003 (Intergovernmental Standard) and its complete analog DSTU GOST 7.1:2006 (Ukraine) you should use for formation of paper's references.

Since June 1, 2007 State Standart Specification (Ukraine) DSTU GOST 7.1:2006 'System standards of information, library science and publishing. Bibliographical entry. Bibliographical description. General requirements and rules of compositing' came into operation (see text of Standart in Russian in attachments).
